Reporting system for
assisting tugboats:.
Environment
protection:.
Contamination, pollution and littering of waters, areas, objects and
other port facilities are forbidden. In case of any events of
this nature the perpetrators or users shall be obliged to remove the
impurities immediately
or at a time specified by the port authorities, bear the respective
costs and reimburse the costs of any ensuing claims of any third parties.
Mooring:.
All the ships of 40 metres in length and more are obliged to
use the local dock hands.
Pilotage:.
All the ships of 40 metres in length and more are obliged
to use the pilot's services unless otherwise stipulated in part
II of the regulations.
Irrespective of the ship's length the obligation of using
pilot's services is applicable in the following cases:
a. ships
carrying dangerous cargoes as provided for in § 16 and
those which have not undergone gas-freeing after such trade;
b. overloaded
or excessively trimmed ships or those having dangerous heel;
c. ships
which due to suffered damages are likely to cause the contamination
of environment.
Towage:.
The use of towing services in ports is obligatory
as stipulated by these regulations. The harbour master may
give an exemption
to a vessel for a
specified time or given port area not to use the
towing services or a permission to use smaller number of
tugs than that stipulated
in part II of the regulations,
if in his estimation the ship's manoeuvrability
(eg availability of thrusters or similar arrangements) is
unquestionable and if
such exemption or permission
does not constitute a danger to the navigation
in harbour.
The harbour master may order using a tugboat by a ship or a bigger
number of tugboats than that specified in the part II of the
regulations, if so
required in view of the safety of navigation.
