Świnoujście. Container terminal in a heart of universal hub.

The deep-water container terminal will become part of the terminal complex, which will take over the functions of the current internal port in Świnoujście, together with the LNG terminal and universal terminal. The external port complex, located in the proximity of Danish Straits and on the Baltic-Adriatic-Mediterranean transport corridors axis, connecting Central and Eastern Europe with Scandinavia, will become a nodal port, a transit gateway for entire hinterland along these transport routes.

The terminal located in the external port will be able to handle the largest container ships that can enter the Baltic Sea. The terminal infrastructure will enable handling of two large ocean-going vessels and several smaller feeder ships. Billions of dollars of massive infrastructure investments that are already under way will improve and streamline transport and logistics chain by strengthening  the core functions of the container terminal and entire port complex.

Railways, roads, water tracks

An efficient logistics and transport chain requires intermodal infrastructure, rail, road and upgraded waterways.

To improve the sea side access infrastructure of the deep-water terminal, the Szczecin and Świnoujście Seaports Authority received almost PLN 330 million from the Ministry of Finance. The Ministry has just issued bonds for investments related to the construction of external ports. This amount will increase the Port Authority’s capital.

Majority of the infrastructure investments are in progress. PKP Polskie Linie Kolejowe invested PLN 1.5 billion in the railway network in ports Szczecin and Świnoujście. By mid-2022, they will upgrade nearly 100 km of tracks and almost 84 km of traction networks, replace nearly 300 interchanges, rebuild several crossings, install state-of-the-art traffic management equipment, etc.

PKP PLK will also modernize so-called "Nadodrzanka”, (CE 59), a railway connection to Lower Silesia, providing a speed of freight trains up to 120 km/h.

In turn, the General Directorate of National Roads and Motorways (GDDKiA) announces, that we will be able to travel all the way from Świnoujście to the border with the Czech Republic by expressway S3 no later than till the end of 2024. GDDKiA started implementation of one of the last missing stages of this road, from Troszyn to Świnoujście.

The Szczecin-Świnoujście waterway, which is presently being deepened to 12.5 m, is of great importance for the connections network, but also for better integration of the port complex. The investment, which is worth more than PLN 1.4 billion, will also be completed in 2022. In connection with the modernization of the waterway  ZMPSiŚ is adapting the Kaszubski Basin and the Dębicki Canal in Szczecin to the new parameters. These investments will take about PLN 700 million.

Let's add the development of an intermodal ferry terminal in Świnoujście, which is part of the “maritime motorway” to the Swedish ports of Trelleborg and Ystad. Next year it will be ready for new functions connected with intermodal transport, and for handling ferries of length up to 270 m at the rebuilt quay.

Obvious hub features

The external port concept, including a container and universal terminals and a gas port - fits into a new idea of Szczecin and Świnoujście Seaports Authority for the perception of Świnoujście.

- We no longer look at  Świnoujście only through the bulk and ferry terminal in the entrance of Świna view point – explains Krzysztof Urbaś, President of ZMPSiŚ. – It’s time to modify both the internal and external port.

The External Port will include the mentioned three terminals, and the universal terminal (to be built on the pier, east of the container terminal) shall take over functions of the inner port. The hub functions fit naturally in this external port complex. The deep-water container terminal will allow to change the container handling pattern in the Szczecin - Świnoujście port complex. From the feeder system, where only containers already transshipped from ocean services to smaller feeder vessels in one of the North Sea ports are handled, we can become a hub port, with direct calls of ocean-going vessels in intercontinental services, and where some of the containers from ocean-going vessels are further transshipped on feeder vessels which operate the Baltic Sea basin.

In this vision, majority of the areas of the inner port are also changing their existing functions – facilities for containers, logistics centres and warehouses, distribution companies, etc. are to be located there –  that means activities that will not be difficult for the spa part of Świnoujście neighborhood.

Proceedings to select the investor and the subsequent operator of the deep-water container terminal are ongoing. Interested parties may submit their offers until January 28th 2021.
