The development program of ports in Szczecin and Swinoujscie drawn up by ZMPSiS SA (Szczecin and Swinoujscie Seaports Authority) takes into account foundations of the National Cohesion Strategy and National Strategy of Transport Development for 2007-2015 which emphasize firm improvement of the quality of the transportation system and its extension in compliance with rules of balanced development. One of the priorities is the expansion of participation of sea transport in the exchange of goods, including strengthening of the role of seaports.

• adaptation of the infrastructure of ports in Szczecin and Swinoujscie to requirements of modern transportation systems in land-sea sales,
• raising the competitiveness of the port group in the market of port services,
• adaptation of the port group to forecasted intensive growth of sales in the Baltic Basin and loading transfers "from roads to sea".

In the development program of ZMPSiS SA has tried to maintain proper balance between new construction and maintenance and modernization of the existing infrastructure, concentrating on activities in three areas:

1. Improvement of the transportation infrastructure in Szczecin and Swinoujscie ports for efficient and safe service of land transport vehicles
2. Modernization and extension of the hydrotechnical infrastructure, including
3. Assurance of fire safety in ports

These activities will be achieved by means of the following projects:
