The organization ESPO was established in 1993 in reply to the growing demands of the port sector in the presentation of outlook and opinions. It represents ports of member countries of the European Union, and also includes members, observers, from other European states.

The mission of ESPO is influence on Union policy for the purpose of a safe, effective and environmentally friendly port sector, and also activity as a key element in the transportation line where practical methods are unlimited and not changed by market conditions, as far as this is possible.
