Cargo recipient has the obligation of collecting cargo residues, according to the Act on port reception facilities for collecting waste and cargo residues from ships . Cargo recipient bears full legal and financial responsibility for collecting cargo residues from ships. Cargo recipient has the obligation to order collection of cargo residues from the company which meets the requirements below:

1. has the permit to transport and/or collect hazardous and non-hazardous waste or the activity of the company was registered in marshal register issued under the provisions of the Act on Waste of 14th December 2012 (Journal of Laws dated 2013 item 21 with further amendments),
2. has informed in a written form the Head of the Maritime Office in Szczecin about undertaking and running such an activity on the area of the Seaports of Szczecin or Świnoujście,
3. is listed in the "register" of companies providing such services on the area of the sea port in Szczecin or/and Świnoujście, run by the Szczecin and Świnoujście Seaports Authority.

Those companies will be entitled to provide such services on the area of the seaports of Szczecin or Świnoujście after previous submission of documents specified in point 1 and 2 to Environment Protection and Safety in the Workplace Department of Szczecin and Świnoujście Seaports Authority and after receiving the approval of Environment Protection Inspectorate Maritime Office of Szczecin . After a positive evaluation of submitted documents the company will be listed in the "register". The register is constantly updated and accessible in this publication and on the website.
The company collecting cargo residues from ships has the obligation to inform Environment Protection and Safety in the Workplace Department of Szczecin and Świnoujście Seaports Authority quarterly about the quantity and type of collected cargo residues and further action with the residues.
If the company does not fulfil the above mentioned conditions it is deleted from the register.

Cargo recipient conducts business activity at his own expense and risk taking under consideration law requirements and  particularly regulations concerning the scope of waste transport. Cargo recipient is also responsible for damages in environment caused by negligence in exercising services of cargo residues reception.
